Rastriya Uchchatar Shiksha Abhiyan (RUSA)

Vision: “The vision of Higher Education in Tripura is to provide low cost high quality Higher Education to all the aspirant students and utilise the human resources with equity and access to all thereby increasing GER for the overall development of the State”.

Mission: The Higher Education System of the State supports the resident Institutions for its development works like construction of new academic and administrative buildings, increasing space of class rooms and other ancillary component like auditorium, boys and girl’s common room, canteen, playground etc. During the last one decade there has been substantial progress in building up physical infrastructure of the general as well as professional and technical degree Colleges in the State. However there has been increasing growth of enrolment of the students during last few years hitting the need of further development of the institutions and increase of capacity in the Colleges. Introduction of new Computer/IT related courses, soft skill development side by side the general graduation degree courses so that with such dual qualifications the students become more competent for facing the job interviews. The State Government is committed to high standard of performance and development of institutional environment. Therefore, the Department is emphasizing on the value based education and the courses which are relevant to the present scenario, so that the students may find their way from different angles to place them in working sector of their choice and credibility. Rastriya Uchchatar Shiksha Abhiyan has played an active role in developing the infrastructure and quality of education in the Colleges of Tripura. Infrastructure Grant has been given to a total of 11 Colleges and 4 Colleges received the grant of New Model Degree Colleges. Highly equipped Laboratories, new books, journals are bought under Infrastructure grant which further helped to reduce the shortage of resources in the Colleges.
Higher Education guideline for the year 2017-2018:
• Infrastructure upgradation for development of smart classes in each and every colleges.
• Establishing connectivity of all the colleges with Internet.
• MIS portal for Collection of statistical data of all the colleges along with faculty profiles.
• Development of a Question bank with solved MCQ questions and collection of semester wise question paper set.
• Technologically improved audio visual contents to be developed to ensure real life applications.
• Data bank of human resource in Higher Education. To ensure proper distribution of manpower for region wise needs of colleges as per demand.

Structural changes to be achieved across all aspects of the higher education in Tripura under RUSA

Curricula and Pedagogy
• To adopt a learner-centered paradigm of education.
• Introduction of multi-disciplinary, industry-oriented, entrepreneurship, and skill-based courses.
• Introduction of courses on social sciences and general awareness for societal development
• Encouragement of lifelong learning for professionals.
• Provide students the choice of entry/exit from the higher education system.
• Adopt new pedagogical techniques — blended learning, flipped classroom, experiential learning. Faculty
• Proposal to setup a Teacher Education University to develop quality Standards of faculties.
• Retaining of high-quality faculty by implementing tenure-based and rewards-based systems.
• Proposal of Incentivize/facilitate faculty development and exchange programs with top-end institutions.
Research
• Attract best-in-class faculty to conduct research.
• Adopt the mentor model to develop research capabilities in institutions of Tripura.
• Promote collaborations and MOU’s with international institutions, industry, and research centres to generate high-quality basic and applied research.
• Encouragement of community-focused/development- oriented research in academic institutions.
Governance/Leadership
• Target capacity enhancement for socially and geographically deficient segments.
• Conduction of Leadership training programmes for all Institution heads for proper function and encouragement of higher Education among faculties and students.
• To simplify the regulatory framework, increasingly move towards autonomy and self-regulation of institutions, and introduce mandatory accreditation.
Disparities across access, equity, quality, and excellence
• Across India, only 17% of migration on account of education is inter-State in nature, while 83% of migration is across same/different districts of the same State. This highlights that there are major disparities within the State in terms of education infrastructure; the urban centres are perceived to have much better infrastructure.
• Most students of Tripura migrate to other States or to the capital city of Agartala for better possibilities in Higher Education.
Growth of GER, Normalization of GER Ratio of male and female/ Uplift GER especially of Minority Classes.
• Encouragement of the mass young generation to pursue Higher Education from mere School level.
• Provide job oriented courses and vocational training courses along with main subjects at UG and PG level.
• Female candidates are to be motivated right from the School level to pursue higher education.

Proposals to be brought forward in the due course of 15 years under various components of RUSA:

1) PHYSICAL ACTIVITIES TAKEN UP UNDER RUSA

Preparatory Grant:
• Process for Online Admission web portal for all 22 General Degree Colleges of Tripura has been started.
• Capacity Building programs and Involvement of Technology in course curriculum to be undertaken by MBB University for all the faculties of Govt. Degree Colleges.
• Preparation of Question bank along with answer keys of all courses of Govt. Degree Colleges, to be uploaded in the Higher Education Web portal for easy access by the students has been taken up.
• Digitized MIS Portal for Management and monitoring of Students, Faculties universal database of official’s data of the Dept. of Higher Education along with all the affiliated Colleges of Tripura has been taken up.
• Map Management Information Portal on Gender Atlas showing the statistical data of different Districts and Sub-divisions of Tripura has been taken up.
Infrastructure Grant:
• Computer Labs & Science labs were upgraded in all beneficiary Colleges.
• Construction of Toilets, Common rooms for Students (Ramthakur College, DDMC Khowai, GDC Kamalpur) done.
• Playgrounds and gardens were also cured and upgraded in some institutions.
• Books and Journals were bought by all 11 beneficiary Colleges under Infrastructure Grant.
• Physical Education Departments were provided with ample amount of supplies and resources in all the Colleges and in some of the Colleges, Gymnasiums are also set up.
• Each and every College benefitted under Infrastructure Grant has set up Smart Classrooms, which in turn has resulted in more number of students attending the classes and a increase in attendance.
• Digitization of Library Management System (RKM Kailasahar, Women’s College, GDC KamalPur, GDC Dharmanagar) done.
New MDC Grant :
• PWD has boosted up the construction process, which were delayed. • Approx. 50% construction done in Govt. Degree College Kanchanpur during the past 5 months. PWD has submitted 25% of UC. The work is to be completed by the month of March, 2017. Photos are uploaded in Bhuvan RUSA portal.
• Approx. 25% construction has been achieved by Govt. Degree College, LT Valley. The UC will be submitted by PWD by the end of December, 2016. Photos are uploaded in Bhuvan RUSA portal.
• Construction work has been started in Govt. Degree College Santirbazar. PWD may complete the work by December, 2017. Photos are uploaded in Bhuvan RUSA.
• Construction work has been started in New MDC (English medium College at Agartala) by PWD. Photos are uploaded in Bhuvan RUSA.

2) CONDTITONALITIES/REFORMS UNDER RUSA(as per format provided)

1 Increase in investment in higher education by the States. Over the years the States, % of expenditure on Higher Education GSDP has increased gradually from 0.67% during the financial year 2012-13 to 0.93 during financial year 2013-14, and to 1.03 during 2014-15. To improve the State’s Higher Education, the State has further increased its contribution to 1.48% during 2015-2016.
2 Increase in Gross Enrolment Ratio of Higher Education. • GER during 2012-13 was 14.1 % (Source- AISHE)
• GER during 2013-14 was 15.4 % (Source- AISHE)
• GER during 2014-15 was 16.8 % (Source- AISHE)
The GER during 2015-16 may be around 18% which states that there is a constant up liftment of GER in the State.
3 Increase in Enrolment of SC/ST/Women. The GER of ST, SC and female Students over the past few years shows that the increase of students in Higher Education in expected way. There has been constant increase in demand for new courses among students in TSP/SCP areas.
4 Providing better facilities for differently abled. All new constructions undertaken in colleges/institutes are disabled friendly having ramps alongside stairs, provisions for lifts is made.
5 Increase In Institutions applying for NAAC grade. Out of 10 General Degree Colleges accredited by NAAC so far, 9 Colleges are accredited by NAAC after implementation of RUSA in the State are setup.
6 New Institutions under-served and un-served areas especially dominated by vulnerable groups. MDC’s for the benefit of under-served/un-served areas viz: GDC Kanchanpur (TTADC area), GDC Santirbazar (Rural area), GDC LT Valley (TTADC area).
7 Promotion of equity initiatives and improvement in access to quality education. Women Grievance Redressal Cell have been setup in the colleges. Colleges take up campaigns alongside programs and debates to discuss and sensitize issues on Gender discrimination.
3) BEST PRACTICE/SUCCESS STORIES OF RUSA IN THE LAST TWO YEARS

a) Out of 10 General Degree Colleges accreditated by NAAC so far, 9 Colleges are accredited by NAAC after implementation of RUSA in the State.
b) Digitization of Library Management System (RKM Kailasahar, Women’s College, GDC Kamalpur, GDC Dharmanagar) done.
c) Smart Classrooms developed in the Colleges under funding of RUSA, which in turn resulted increase in attendance. GER increased from 15.4% in 2013-14 to 16.8 in 2014-15 (AISHE source).
d) Sports equipment’s procured and playground developed in RUSA funded Colleges. In some of the Colleges, Gymnasiums were also set up.

2. Infrastructure grants to Colleges:
The GER amongst SCs and STs is much lower than General students in Tripura, and Muslims also have very low GER as per AISHE 2014-2015. Scheduled castes and minorities have lower access mostly due to socio-economic factors, while tribal areas have lesser number of institutions with much larger infrastructural constrains serving them. Students from these groups are often required to migrate for education, in which case, non-availability of residential facilities and supporting infrastructure in the institutions is a major concern.
